This page provides general information only about California law and local procedures as they apply to injuries in Roseville and south Placer County. It is not legal advice, and reading it does not create an attorney-client relationship. Every case depends on its own facts. For advice about your specific situation, consult a licensed California attorney.
A Roseville personal injury lawyer can start with the City’s own crash study. Roseville counted 6,095 reported collisions on its roads from 2015 through 2019, and 80 percent of them happened at intersections. Rear-end crashes were the most common type. Fourteen crashes were fatal, and in 10 of those 14 a driver had been drinking or using drugs. This page covers the local side of a Roseville claim: who wrote the report, what the City’s data says about the street where it happened, and where a claim or lawsuit goes.

Synergist Law’s only office is in San Rafael, at 1299 4th Street. We handle injury cases in Roseville and elsewhere in Placer County. We meet clients by phone or video, and in person when we arrange it. The general California rules are on our car accident page. Big-rig crashes on I-80 are covered in more depth on our Sacramento truck accident page.
What Roseville’s Local Road Safety Plan found
The City adopted its Local Road Safety Plan in December 2021 and revised it in October 2022. It studied five years of police-reported crashes on City roads. Unsafe speed was the factor officers listed most often, at 30 percent. Improper turning came next at 13 percent, then right-of-way violations at 12 percent.
The intersections with the most reported crashes were signalized ones, several of them a short drive from an I-80 ramp:
| Signalized intersection | Reported crashes, 2015 to 2019 |
|---|---|
| Riverside Avenue and Cirby Way | 94 |
| Sunrise Avenue and Douglas Boulevard | 94 |
| Sunrise Avenue and Cirby Way | 80 |
| Galleria Boulevard and Roseville Parkway | 80 |
| Melody Lane and Cirby Way | 70 |
| Pleasant Grove Boulevard and Highland Pointe Drive | 70 |
| Foothills Boulevard and Pleasant Grove Boulevard | 68 |
Cirby Way shows up three times on that list. For Cirby at Riverside, Cirby at Melody, and Pleasant Grove at Highland Pointe, the plan’s suggested fixes include clearer pavement markings or signs for drivers headed to the freeway. The plan does not say why. Late lane changes by drivers hunting for an on-ramp would fit the rear-end crashes at the top of Roseville’s list.
The plan also compared Roseville’s fatal and serious-injury crashes with statewide figures. Impaired driving was involved in about 30 percent of them, compared with about 25 percent statewide. Drivers 65 and older were involved in 19.5 percent, compared with 12.4 percent. Pedestrian and bicycle crashes were a smaller share than in the state as a whole. Even so, the five years included 3 pedestrian deaths, 10 pedestrians seriously injured, and 9 bicyclists seriously injured.
Roseville car accident lawyer questions: Roseville police or CHP?
A Roseville car accident lawyer’s first request is usually the collision report, and the agency depends on the road. On City streets such as Cirby Way, Douglas Boulevard, or Pleasant Grove Boulevard, the Roseville Police Department takes the report. Its Records Unit is at the police station, 1051 Junction Boulevard, and can be reached at 916-774-5030.
- Roseville police collision reports. The department’s police records page points collision report requests to the LexisNexis BuyCrash site. Other records go through a request form, and the Records Unit verifies that the requester is a party of interest or that party’s representative.
- The freeways. The California Highway Patrol’s Auburn Area office, at 9440 Indian Hill Road in Newcastle, names Interstate 80 and Highway 65 as its key corridors. It also handles collisions on unincorporated Placer County roads.
- The county line. I-80 enters Sacramento County just southwest of the Riverside Avenue interchange. A crash on that side of the line is usually a matter for the CHP’s North Sacramento Area office, on Tyler Street in Sacramento.
- CHP copies. Requests go through the CHP crash report process. Under Vehicle Code § 20012, reports go only to people with a proper interest, such as the drivers, injured people, their lawyers, and insurers.
I-80 and Highway 65: freeway and truck traffic through Roseville
Interstate 80 carries more than 200,000 vehicles a day at Riverside Avenue, by Caltrans’ 2024 estimates. Highway 65 leaves I-80 in Roseville and heads north toward Rocklin and Lincoln. Caltrans also counts trucks, and the five-axle column below is where most tractor-trailers fall.
| Location (Placer County) | Vehicles per day | Trucks per day | Five-axle trucks |
|---|---|---|---|
| I-80 at Riverside Avenue | 201,000 to 213,000 | 9,286 to 11,225 | 5,469 to 6,414 |
| I-80 at Atlantic Street | 183,000 | 10,541 | 6,491 |
| I-80 at the Highway 65 junction | 99,000 to 163,000 | 5,504 to 10,073 | 3,633 to 6,203 |
| Highway 65 at the I-80 junction | 124,000 | 18,724 | 10,223 |
| Highway 65 at Galleria Boulevard | 92,000 | 2,098 | 874 |
Commercial vehicles were only 2.5 percent of the fatal and serious crashes on City roads, against 6.4 percent statewide, but that study left out the freeways. A tractor-trailer crash on I-80 is built around the motor carrier: its USDOT number, its insurance, its driver logs, and engine data that can be overwritten. The FMCSA Company Snapshot shows a carrier’s registration and insurance on file. The carrier’s insurer often calls early. Hold off on recorded statements until you consult with a licensed attorney. Our truck accident page covers the federal rules.
Who pays after a Roseville crash
The value of a claim depends on who the defendant is and what coverage stands behind that person or company:
- A private driver with minimum limits. For policies issued or renewed since January 1, 2025, California’s minimum is $30,000 per person and $60,000 per accident for bodily injury (Vehicle Code § 16056). A serious injury can exceed that quickly.
- A driver working for a business. A delivery or service vehicle may carry a commercial policy with much higher limits. Whether the driver was an employee, a contractor, or neither is a fact question developed in the case, not something the logo on the door answers. See our commercial vehicle accident page.
- Your own policy. Uninsured and underinsured motorist coverage can fill part of the gap when the at-fault driver has too little insurance or none.
California uses comparative fault (Li v. Yellow Cab Co. (1975) 13 Cal.3d 804). A driver who was partly at fault in a Cirby Way rear-end collision can still recover, reduced by that driver’s share of the fault.
Claims against the City of Roseville or Placer County
When a public road, signal, or vehicle played a part, a written claim to the public entity has to come before any lawsuit. A claim that public property was in a dangerous condition arises under Government Code § 835, and public entities have defenses, including design immunity under Government Code § 830.6. The two local entities handle claims differently, and the difference traces to Government Code § 915. That statute allows electronic submission only where the entity has authorized it by ordinance or resolution.
- City of Roseville. The City’s Risk Management page says claims are made on its Government Claim Form. The form is available at the Civic Center, 311 Vernon Street, by request, or online. The completed form can be mailed, delivered to the City Clerk at the Civic Center, or emailed to the City Clerk.
- County of Placer. County roads outside city limits go to the County. Its claims page directs claims to the Clerk of the Board at 175 Fulweiler Avenue in Auburn, by mail or personal delivery only. The form says not to email it.
- The State. For a highway condition on I-80 or Highway 65, smaller claims can go to Caltrans and larger ones to the Department of General Services.
A claim for personal injury against a California public entity is generally due within six months under Government Code § 911.2. Because the deadline depends on the facts, it is better to have a licensed California attorney determine the deadline that applies than to calculate it yourself.
Where a Roseville injury case is filed
A Roseville case is usually filed in the Placer County Superior Court. Under Code of Civil Procedure § 395, an injury case can be filed where the injury happened or where a defendant lives. The court’s main courthouse is in Roseville itself: the Hon. Howard G. Gibson Courthouse at 10820 Justice Center Drive, which houses the clerk’s office, according to the court’s locations page. The Historic Courthouse in Auburn has a clerk’s office too.
Under the court’s local rules, electronic filing has been mandatory for parties with lawyers since May 11, 2020. A lawsuit against a private driver or company generally must be filed within two years of the injury under Code of Civil Procedure § 335.1. Because the deadline depends on the facts, it is better to have a licensed California attorney determine the deadline that applies than to calculate it yourself.

How we prepare a Roseville injury case
We start with what disappears first: video near the intersection, the vehicles before repair, and, in a truck case, the carrier’s electronic records. On a road like Cirby Way, the question is often which driver changed lanes, and when. Sami is a former clinical pharmacist who trained at UCSF, and we read the medical records the way the defense will, looking at medications, earlier complaints, and gaps in treatment. Before founding Synergist Law, he spent nine years at large law firms representing companies in complex litigation. That background does not predict any result. It shapes how we prepare.
When you choose a Roseville personal injury lawyer, a local office is a convenience, not a qualification. Every California-licensed lawyer is licensed to practice in every county in the state, Placer included. The questions worth asking any lawyer you interview, including us, are about the work itself. Does the lawyer have experience with your kind of case and a clear plan for proving it? Do you trust that lawyer to tell you the truth about it?
